Official trade sites exist for a reason. Hong Kong’s Trade and Industry Department publishes trade notices. Dubai Customs publishes importer-facing rules. They do not rank phone lots. Use them to understand the jurisdiction you are standing in, then still verify the supplier.
How the hubs typically differ in practice
These are patterns to test on the ground, not certificates.
Mainland China. Often the first place unused export SKUs and China-firmware units are offered together. Version risk is high. Factory-gate EXW looks cheap until you own export and lithium offering. See phones from China.
Hong Kong. Often used as a consolidation and inspection point for lots that already left a factory or a mainland warehouse. The legal name, the stock room, and the flight can still be three different stories. Ask where the phones sit tonight.
Dubai. Often a redistribution point for multi-origin lots, including used and regional variants. Payment and free-zone language can sound smoother than the packing list. Write inventory state and IMEI policy in the same sentence as the warehouse name.
